Perhaps TSK speaks of “levels of space” because levels is a spacial construct and “stages of time” to evoke and convey the evolutionary and developmental dynamic of time.

I notice when I say ‘levels’ a vertical image appears, and when I say ‘stages’ the image is horizontal – perhaps the opposite could also be true?
